PILIBHIT TIGER RESERVE

Why in News? 

The Pilibhit Tiger Reserve (PTR) and the Uttar Pradesh Forest department have bagged the first-ever international award, “TX2” for doubling the number of tigers. 

About Pilibhit Tiger Reserve

The Pilibhit Tiger Reserve is situated in the state of Uttar Pradesh, forming part of the Terai Arc Landscape, in the upper Gangetic Plain Biogeographic Province. The northern edge of the reserve lies along the Indo-Nepal border while the southern boundary is marked by the river Sharada and Khakra.

Pilibhit region was declared as Tiger Reserve in September 2008 on the basis of its special type of ecosystem with vast open spaces and sufficient feed for the elegant predators. It is India’s 45th Tiger Reserve Project.

The study done by Wildlife Institute of India (WII) shows that Dudhwa-Pilibhit population has high conservation value as it represents the only tiger population with the ecological and behavioral adaptations of the tiger unique to the Tarai region.

Features of Pilibhit Tiger Reserve

  • Some river originating from the reserve, which is also the catchment of several others like Sharda, Chuka and Mala ,Khannot
  • The habitat is characterized by sal forests, tall grasslands and swamp maintained by periodic flooding from rivers. 
  • The Sharda Sagar Dam extending up to a length of 22 km is on the boundary of the reserve. 
  • Forests in Pilibhit have a good prey base which includes five species of deer Viz. Spotted Deer, Swamp Deer, Hog Deer, Barking Deer, and Sambhar deer for their survival. 
  • Pilibhit tiger reserve is an important habitat for tiger owing to its connection with several tiger habitats within the State and outside. 

About the TX2 Award

TX2 stands for ‘Tigers times two’, signalling the goal to double wild tigers. Pilibhit Tiger Reserve got the “TX2” International Award for doubling the number of tigers in four years against a target of 10 years. In 2014, Pilibhit Tiger Reserve had 25 tigers which went up to 65 in 2018. 

Pilibhit Tiger Reserve is the first to receive the award among all the 13 tiger range countries. (India, Bangladesh, Bhutan, Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Nepal, Russia, Thailand and Vietnam.) 

The award was virtually presented to the principal chief conservator of forest (wildlife) of the state, Sunil Pandey, by UNDP’s (United Nations Development Program) head of ecosystems and biodiversity, Mindori Paxton.

Himachal Pradesh government has launched ‘Him Suraksha Abhiyan’ to sensitize the people regarding Covid-19 pandemic 

About Him Suraksha Abhiyan

‘Him Suraksha Abhiyan’ has been launched by the Himachal Pradesh government to sensitize the people regarding Covid-19 pandemic and also to collect information regarding symptoms of diseases like TB, Leprosy, sugar and blood pressure by the door to door campaign throughout the State.

Features of the Scheme

  • About 8000 teams comprising of Health, Ayurveda, Women and Child Development, Panchayati Raj Departments, District Administration and NGOs would be involved in this campaign. 
  • It would ensure door to door data collection of health parameters of the people.
  • Not only symptomatic patients with probable Covid-19 would be detected under this campaign, but patients with other ailments would also be listed through the campaign.

Prime Minister Shri Narendra Modi has chaired the 33rd PRAGATI meeting on 25 November 2020. 

About PRAGATI Platform

PRAGATI (Pro-Active Governance And Timely Implementation) is a platform that aimed at starting a culture of Pro-Active Governance and Timely Implementation. The platform was launched on March 25, 2015. 

It is a multi-purpose and multi-modal platform that is aimed at addressing common man’s grievances, and simultaneously monitoring and reviewing important programmes and projects of the Government of India as well as projects flagged by State Governments.

It is also a robust system for bringing e-transparency and e-accountability with real-time presence and exchange among the key stakeholders involving Central and State governments.

The PRAGATI platform uniquely bundles three latest technologies: Digital data management, video-conferencing and geo-spatial technology. It also offers a unique combination in the direction of cooperative federalism since it brings on one stage the Secretaries of Government of India and the Chief Secretaries of the States. 

Key features of PRAGATI Platform

  • It is a three-tier system (PMO, Union Government Secretaries, and Chief Secretaries of the States)
  • Prime Minister will hold a monthly programme where he will interact with the Government of India Secretaries, and Chief Secretaries through Video-conferencing enabled by data and geo-informatics visuals. 
  • The programme will be held once in every month on Fourth Wednesday at 3.30 PM-to be known as PRAGATI Day.
  • Issues to be flagged before the PM are picked up from the available database regarding Public Grievances, on-going Programmes and pending Projects.
  • It will take into consideration various correspondences to PM’s office by the common people or from high dignitaries of States and/or developers of public projects.

NATIONAL MEDICINAL PLANT BOARD 

Why in news?

Shri Shripad Yesso Naik, Minister of State (IC), for AYUSH chaired an e-event organized by the National Medicinal Plant Board on 24th November, 2020 to celebrate its Establishment Day. 

About National Medicinal Plant Board 

In order to promote medicinal plants sector, Government of India set up National Medicinal Plants Board (NMPB) on 24th November 2000. Currently the board is working under the Ministry of AYUSH (Ayurveda, Yoga & Naturopathy, Unani, Siddha & Homoeopathy), Government of India. 

The primary mandate of NMPB is to develop an appropriate mechanism for coordination between various ministries, departments, organization and implementation of support policies and programs for overall (conservation, cultivation, trade and export) growth of medicinal plants sector at the Central, State and International level.

Key Objectives of NMPB

  • To meet the increasing demand for medicinal plants, NMBP focuses on in-situ and ex-situ conservation and augmenting local medicinal plants and aromatic species of medical significance. 
  • NMPB also promote research and development, capacity building through trainings, raising awareness through promotional activities like creation of Home/School herbal gardens. 
  • NMPB also seek to support programs for quality assurance and standardization through development of Good Agricultural and Collection Practices (GACPs), safety and efficacy; development of agro-techniques, certification of quality of raw drugs, seeds and planting material.
  • NMPB’s main objective is the development of medicinal plants sector through developing a strong coordination between various ministries/ departments/ organization for implementation of policies / programs on medicinal plants.

NATIONAL PORTAL FOR TRANSGENDER PERSONS

Union Minister for Social Justice & Empowerment Shri Thaawarchand Gehlot e-launched a ‘National Portal for Transgender Persons’.

The minister also e-inaugurated a ‘Garima Greh: A Shelter Home for Transgender Persons’ in Vadodara, Gujarat.

About National Portal for Transgender Persons

National Portal for Transgender Persons has been developed within 2 months of Notification of Transgender Persons (Protection of Rights) Rules, 2020 on 29 September, 2020. 

The Portal would help a transgender person in applying for a Certificate and Identity card digitally from anywhere in the country. The most important benefit is that it helps the transgender person to get the I-Card without any physical interface and without having to visit any office. 

This portal will help a lot of people from the community to come forward and get Transgender Certificate and Identity Cards as per their self-perceived identity which is an important provision of The Transgender Persons (Protection of Rights) Act, 2019.

Key Features of the Portal

  • Through the Portal, they can monitor the status of their application that ensures transparency in the process. 
  • Once the Certificate and I-card are issued, the applicant can download them from the Portal itself. 
  • In case of delay or rejection, the applicant has the options to submit grievances through the Portal which are forwarded to the concerned person and will be resolved at the earliest. 
  • The Issuing authorities through the Dashboard provided to them can view the number of applications received, the applications approved and the applications which are pending or put on hold so that they can take the required necessary action from their end. 

About Garima Greh

Garima Greh: A Shelter Home for Transgender Persons’ e-inaugurated in Vadodara, Gujarat will be run in association with Lakshya Trust, a Community based organisation entirely run by the Transgenders. 

The purpose of the Shelter Home is to provide shelter to Transgender persons, with basic amenities like shelter, food, medical care and recreational facilities. Besides, it will provide support for the capacity-building/skill development of persons in the Community, which will enable them to lead a life of dignity and respect.
